The 60-day rule should be stated with each recent-release finding. It distinguishes ODLS from the BOP locator, which offers federal prison records from 1982 forward. ICE and BOP are different custodians, and neither database substitutes for the other.

For older records outside ODLS, the ICE FOIA process may provide releasable agency records. A request should identify the person and approximate dates, describe the custody or release record sought, and comply with identity or authorization rules. FOIA is not a real-time locator and does not force ICE to create a new narrative of the case.

Align the dates in sequence. County custody ends first, an agency transfer may follow, and an ICE release can happen later. Combining those events into one “release date” erases the very fact the records are meant to establish.
