Goodhue County Booking Photo Law
A booking photograph identifies the person photographed during law-enforcement intake. Goodhue County’s Adult Detention Center Units page confirms that intake gathers booking data and takes mugshots and fingerprints. The image belongs to that booking event. It does not establish that the charge was proved or explain how the case ended.
Minnesota Statutes section 13.82, subdivision 26 generally makes a booking photograph public data. A law-enforcement agency may temporarily withhold access when it determines that release would adversely affect an active investigation. Public classification also does not require the Sheriff to create an online gallery or keep a photo on a public web page.

Find Goodhue County Release Mugshots
Each photo channel answers a different question. The Sheriff’s image is tied to a Goodhue ADC booking. A DOC image, when publicly displayed or released, belongs to the state offender record. A press image records what an agency or news organization published at that time. A copied image on an aggregator may be stale and should serve only as a lead back to an official record.

Minnesota VINE is a county-jail custody search and notification tool, not a durable Goodhue mugshot archive. Inmate Canteen Mobile is documented by the county for deposits and communications. No official source supports calling it a Goodhue release-photo app.
Goodhue Roster Has No Archive
The Sheriff publishes a timestamped current PDF roster. It contains name, intake date, bail, arresting agency, charge, status, and “Projected Rls Date” when available. Research found no county 24-hour or 72-hour released-person feed, no historical booking search, and no official released-person photo gallery. Once the entry drops from the current report, the PDF cannot supply the missing image or actual release transaction.
The absence matters. A person may have left for the community, transferred to MN DOC, returned to another county, or moved under another authority. A vanished roster line does not prove which event occurred. No Sheriff-published mobile app was found that adds a recent-release photo gallery. VINELink has mobile access, but it is a state custody-notification platform. A result or alert should retain its exact event wording because transfer, record purge, outage, and unsupervised custody are not the same as a routine community release.
Note: A current roster image or line can disappear before an old copied version does, so capture date and source remain essential.
Request Goodhue County Booking Photos
Sheriff Records is the direct route for a photo linked to an ADC booking. The official Records page says the division maintains Sheriff reports and paperwork and provides copies at the Law Enforcement Center lobby. Records Sergeant Kim Magnuson is listed at 651-267-2603. The office page lists Monday through Friday, 8:00 a.m. to 4:30 p.m.

The page points requesters to the office that maintains the local booking material rather than to an unsupported photo gallery.
Use these steps for a focused request:
- Confirm the full legal name and approximate Goodhue booking interval. Add a booking number or court file number when known.
- Ask Sheriff Records for the booking photograph associated with that exact ADC booking and date.
- If Records directs the request elsewhere, use Goodhue County’s public-data form. A person seeking their own data should follow the separate data-subject route and identity rules.
- Request an electronic copy and ask for an estimate before charges are incurred. If data are withheld, ask for the statutory classification.
- Request the actual release date, time, authority or type, and associated court file as separate existing fields when release context is also needed.
The Minnesota Government Data Practices Act supplies the broader access framework. Goodhue County states that inspection of public data is free. Photocopies are listed at $0.25 per page. Larger requests can include employee time for search, retrieval, and compilation, while separating public from nonpublic data is not chargeable. The county publishes no flat booking-photo fee and no universal turnaround, so neither should be assumed.

The form route is useful when the request seeks a defined photo and release fields rather than a general Sheriff report.
A precise request can ask for the photograph tied to the named booking number and intake date, plus the completed release entry. It should not ask staff to decide whether a copied photo belongs to someone or to write a new account of the case. Existing fields are the target. Avoid unnecessary private identifiers, request an electronic copy, and ask the county to cite the data classification for any withheld part.
Goodhue DOC Photos Are Different
A person committed to the Minnesota Commissioner of Corrections enters a state record system. Public DOC person pages or public registrant pages may display an agency image within their stated scope. That picture is not the Goodhue ADC booking photo. The dates, agency, and identifiers must remain attached to the correct image.
Search MN DOC Public Viewer for a state prisoner or a person released from prison who remains under DOC supervision. The locator is not the right source for someone who left Goodhue ADC on local bail without a prison commitment. A fully discharged person may no longer appear because DOC describes the database in terms of current jurisdiction.
When a historical state image is needed, contact DOC Records Management at 651-361-7330 or CO-Records.DOC@state.mn.us. Identify the person by full name and offender number, name the requested public photograph, and provide an approximate commitment period. Classification and safety rules may limit what is released.
Official press releases and reputable local reports can show what was published at a given time. They do not establish current custody or the final disposition. Aggregator pages can keep an old name, charge, or photo long after a county entry disappears. No commercial mugshot or removal site should replace the court case, Sheriff record, or DOC record.
Note: Label a DOC image as a state corrections photo and a Sheriff image as the photo from its exact county booking.
Goodhue Photo Context and Expungement
The booking photo and release evidence must be verified separately. There is no sound basis to call an image a released inmate mugshot until the booking identity and the actual release or transfer event both match. The strongest local proof is an ADC or Records entry stating the actual date, time, and legal authority, reconciled with the Goodhue court case.
Goodhue County’s retention schedule shows why web disappearance does not mean record destruction. Local identification and mugshot files are retained for five years after last contact. Admission and release records remain for two years after discharge. Adult jail registers with admit and discharge dates and discharge type are permanent or move to State Archives, while inmate history cards are permanent or archival. A focused request can name the record series.
Expungement changes public visibility. Minnesota chapter 609A generally seals a record and bars disclosure except under court order or other legal authority. It does not turn an old public image into proof that no booking occurred. A public non-result can also reflect age, retention, access limits, or search mechanics. The current official access boundary controls.
No Minnesota law was found that creates an official pay-to-remove mugshot service. Public availability is not a command to republish. If an official source continues to display a record that is now sealed or restricted, send that source the court order and identify the exact page. Do not pay an unverified service to act as though it controls the government record.
Verify Goodhue Release Photos
Begin with the booking identity. Match the name, intake date, booking number, arresting agency, and Goodhue court file. Then locate the photo through Sheriff Records or county data practices. If the person entered state prison, keep any DOC photo labeled as a state image rather than a county mugshot.
Next, verify the outcome. MCRO can show bail orders, dismissal, sentence, probation, revocation, and discharge events. The jail transaction remains the best source for the exact minute and basis of physical release. A court order may precede jail processing, and another hold may prevent departure.
If the image first appeared in a dated official press release, preserve that date and the agency caption. Then check the matching court and custody records. Publication at one point in time does not show where the person is now, whether the charge changed, or whether public access was later restricted.
The Goodhue County released-inmate record process connects the current roster, VINE event, court file, and records request. That chain supplies the context an image alone cannot provide. Keep the source and capture date with every copy.
